11 June 2005 - Halifax, Nova Scotia
In an open space meeting of around 15 delegates in the afternoon of June 11th, 2005, discussions were done to address urgent matters regarding the World Conference on Breast Cancer (WCBC). Following were points agreed upon:
To establish a body that has international membership with regional branches, recognizing also the advisory committees that are in place;
This Board to consider an alternative location for the next WCBC and to request proposals from interested countries;
To hold other regional conferences in other places and/or on other themes that will report to the next World Conference on Breast Cancer;
To use the capabilities of members/delegates associated with the WCBC;
To insure linkages between conferences, identifying what progress have been made. For example, a report is needed on what happened to the “Victoria Declaration”.
To ensure clear communication about roles, constitution and structures of the WCBC.

During the Closing Ceremonies, Nancy Evans was given time to present to the entire body the issues agreed upon in that open space meeting – “Issues to be Considered for Moving Forward.”
1. Restructure the current body to include international regional membership that will strengthen the core organization by:
•Sharing of information and materials unique to a region and providing translation of materials into regional languages
•Identifying and recommending appropriate themes and speakers for international meetings
•Providing financial support by participating in fundraising efforts.
2. Clarify structure, roles and responsibilities of both international and regional organizations.
3. Expand the responsibilities and obligations of the members of the international organization.
4. This international board will develop a series of committees directly responsible to the Board, for examples, an education committee with membership that includes professional educators and clinical experts.
5. This international organization will develop a plan to support and encourage regional conferences. This plan would include developing criteria that meets standards developed by the international education committee.
6. This international organization will conduct a feasibility study to determine if the international conference can be held in countries other than Canada. This study will also develop a criteria for proposals to host the next WCBC.
7. This international organization will develop in advance a schedule of themes for at least three international conferences to ensure linkages between conferences. This would identify what progress have been done by individual countries and the value of the World Conference on Breast Cancer.
